I want to believe that's just him throwing his weight around and doing what bullies everywhere do, but he is a world leader and he absolutely knows better than to mention anything nuclear related, he made a deliberate choice to do so. Maybe it has something to do with the fact that Russia is in a serious conflict with the only nation in the world that has used atomic weapons on the battlefield.
