This is opinion (from your NPR citation):

And so is this (from your Tucson Citizen citation):
"One of the businesses that plans to make millions as a result of SB1070 is none other than CCA and they are planning to house the facilities for detained brown people… oops I mean those that are “reasonably suspicious.”
Speculation. Sure . . . it's probable. But this ain't no smokin' gun.
