Both of my boys earned their marksmanship belt loop & pin (Cub Scouts) around age 7.
Any 6 plus year old that attends a Cub Scout Camp is allowed to shoot a BB gun and earn that pin. As a matter of fact, up until about 4 years ago, the scout leader didn't even need parental permission to put a BB gun in a childs' hands.
These days, if a scout wants to do one of the shooting sports, they have to have parental permission, a doctors note, & purchase some sort of insurance through Boy Scouts.
