If the relief money is directly provided to individuals and employers instead of in the usual pass-through manner............it won't be the large corporations that end up with it to do as they please.
 

where do you think those individuals are going to spend their "relief" money?    Why, the big corporations of course.   Most small businesses are already shut down, so they won't see any of it,  the big corps will be raking all that relief money in, as it gets spent by the individual.
