Civil rights and voting rights were a good thing to add but when people start trying to change things in relation to the political flavor of the moment, that is bad. That's why it is very difficult to add to or change it, as it should be. It's good that a President cannot use Executive privilege to enact a Constitutional amendment no matter what party he is affiliated with. That is reserved for dictators.
