They can petition the court to have their probation moved to another place, the court does not have to allow it.
They can be required to serve their probation in the county where the crime occured. What's curious about this circumstance is generally probation is served in lieu of jail, she has served her complete jail sentence so I'm not sure what a violation would do, they can't threated her with serving the rest of her time in jail, unless they cause her to serve her probation time in jail which was what this whole thing was about.

Our Constitution was made only for a moral and religious people. It is wholly inadequate to the government of any other.
