A suspension is a liquid (water) with small parts suspended in it that never dissolve (cement). It behaves as a FLUID for a short time until most of the liquid (WATER) evaporates and the cement "sets."

You can also have a suspension in a gas (like smoke particulates), but I don't want to fuck with your head too much.
