the mantra of corrections is "care, custody and control". and jails as well as prisons don't condone rape or any so-called sexual contact. whether it's inmates, officers, anyone. there are severe sanctions for officers who do that shit, and an inmate who is charged with rape will go to trial for it.
but the reality is there are some bad nasty people in prisons
they rape. it's power and it's hierarchy. it's never going to stop. officers can't watch every single inmate every single minute. not happening, impossible.
it's a common joke to wish it upon heinous criminals.
