I don't think it means the same thing to everybody, within or across races.
Maybe I don't understand all the details of this story, but based on what I've read here, Jane just moved to the small town and overheard a town official use the word "nigger" to describe the President during a conversation at a restaurant.
She doesn't like it and feels offended -- okay, her right. So, she complains to the town council and gets a letter from the official saying that Mr. Obama meets his criteria of "nigger" so he's not gonna apologize.
It's a small town -- why not set up an appointment and talk to him personally if she really felt so personally offended -- hear what he had to say and go from there? Maybe she tried that before pushing it further and I just don't know about it. Or, maybe she didn't care to understand his perspective and was bent on getting her time in the sun, as crash suggested. IDK.
