How do parents teach their kids responsibility unless they are given something to be responsible for?

I don't know. My mom gave me many opportunities to learn responsibility, but it never really succeeded until these last few years where after decades of shirking responsibility and my mom's death I finally learned to be more responsible. I'm still struggling with it, but I'm getting better.
