The alt-right "Unite the Right" protesters ^ had a right to be there, even though their anti-semitic and racist views / chants are seriously fucked up, in my opinion. They got a permit for the rally on the site where a statue of Confederate General Robert E. Lee was set to be removed. Many of them showed up armed with guns, shields, bats, torches, and pepper spray. The counter-protesters also had a right to be there and take a stand against that bullshit going down in their backyard.
The Charlottesville Police originally took a stand-back approach when violent confrontations between the two groups were underway, but later a state of emergency was declared.

After Fields drove into the counter-protesters, the two Virginia State Troopers pictured above were en-route to the scene in a helicopter. They crashed and both of them died. RIP Troopers Bates and Cullen. The cause of the copter crash is under investigation, but no foul play is suspected.
