Did you get the problem figured out? It does sound like a modem problem, that's probably what I would check first (by swapping your modem out with another). Also try swapping out your phone cord, those go bad sometimes.

If it's neither of those things, it could very well be the result of some type of viral thing that's caused a system file to become corrupted. You could try reinstalling the O/S, which would fix it if that's the case.
