Why?
Incarcerating end users doesn't fix these sorts of systemic issues. If it did drug addiction would have been over and done with a long time ago. It's a tremendous waste of resources that should be utilized to attack the root of the problem.
They are obviously not going to use the resources for that, however. So as long as there is a market for it than those who are contributing to it in anyway are committing a crime that is worthy of the maximum sentence.
