The surge is the real killer for those who stay behind.
When Katrina hit Biloxi in 2005, my Aunt stayed in her home (about 1.5 miles from Biloxi beach) and my grandparents stayed in their home in Gulf Hills (again, maybe a mile or so inland).
The surge was so big that my aunt and her family ended up in the attic as their house was flooded, and my grandparents fortunately lived at the highest point in their community. The water lapped at their front steps but didn't get inside. However, 7 people in 3 different homes in their community, and significantly lower elevations, ended up drowning in their homes.
