LOS ANGELES – A U.S. school teacher bound and gagged nearly two dozen children, put cockroaches on some of their faces and posed in photos with them, possibly inside a classroom, the Los Angeles County Sheriff's Department said Tuesday.

A department statement said 61-year-old Mark Berndt was arrested Monday and remained jailed Tuesday on $2.3 million bail. The district attorney's office said Berndt has been charged with committing lewd acts with 23 boys and girls ages 6 to 10, according to the Associated Press.

The investigation began when a film processor gave authorities about 40 photographs depicting blindfolded children in a classroom with their mouths taped shut.

Some of the photos showed girls with what appears to be a spoon up to their mouths as if they were going to ingest a clear-white liquid. A spoon and container found in trash in Berndt's classroom tested positive for semen, the sheriff's department statement said.

Some of the children's mouths and faces had large, live Madagascar-type cockroaches on them, according to the statement.

Some photos showed Berndt with his arm around the children or with his hand over their mouths.

"I am sickened and horrified by the behavior of Mark Berndt," Los Angeles Unified School District Superintendent John Deasy said in a statement.

Sheriff's Lt. Carlos Marquez of the Special Victims Bureau said it was determined the children were given semen on a spoon or on a cookie. Marquez said the children reported they didn't like the taste.

The children reportedly told police their teacher said it was a game and the substance was "sugar," according to MyFoxLA.com.

Authorities are recommending the children be tested for sexually transmitted diseases.

Berndt is charged with committing lewd acts between 2008 and 2010. He worked for more than 30 years at Miramonte Elementary School in south Los Angeles. The school serves a poor, mainly Hispanic neighborhood. More than half of its approximately 1,400 students are still learning English, according to the school's website.

Berndt was immediately removed and fired when police informed the school district, Deasy said.

None of the alleged victims told anyone about the incidents and photos, Marquez said.

"They didn't know they were being violated in that manner. They just thought it was a game," Marquez said.

The incidents occurred during school hours but not all the children were Berndt's students, Marquez said.

Berndt has never been married, has no children and there's no indication of a previous arrest record, authorities said.

The sheriff's department said a search warrant served on Berndt's home led to the discovery of more than 100 similar photographs depicting children.

A DVD depicting adult sexual bondage activity "which mirrored the bondage-type photos of the children" was also found during the search, according to authorities.

"The adults in the bondage video were not identified and the images in that video are not a crime," the department said in a statement.

The department said about 10 children seen in photos have not been identified.

A Miramonte Elementary School teacher arrested and charged with lewd acts on 23 children was brought to the attention of authorities discovered after a photo processor in Redondo Beach noticed images of young children blindfolded and gagged with cockroaches on them and consuming liquid from a plastic spoon, authorities said.

Mark Berndt, 61, is charged with lewd acts on 23 children and was taken into custody Monday. He told the children the spoon contained something sugary and sweet, and authorities believe the substance was his semen, said Los Angeles County Sheriff's Department Sgt. Dan Scott.

Berndt was fired in March and was being held Tuesday on $2.3-million bail following his arrest at his Torrance home, where he lived alone.

Scott said the alleged acts were uncovered when Berndt gave 35-mm film to the photo processor in October 2010, and the photo store in turn alerted Redondo Beach police, who immediately initiated an investigation.

"Fortunately for everyone, this individual was very observant and realized what was was going on," Scott said. "I give them a lot of credit for going to the Redondo Beach police."

Film processors are mandated to report suspected child abuse under California law.
Scott said Redondo Beach police turned over the investigation to the Los Angeles County Sheriff's Department's sexual crimes unit when they discovered the teacher's school location in December 2010.

Scott said a spoon recovered from a trash bin in Berndt's classroom is a key piece of evidence. He said Det. Marvin Jaramillo early in the investigation visited Berndt's classroom, saw the spoon in the trash and retrieved it.

"The recovered item tested positive for semen," Scott said.

Through further investigation, the suspect’s DNA was obtained and tested, and officials said it matched that of the DNA found on the spoon.

Scott said Berndt, a 30-year teacher, portrayed the bondage and spoon as part of a game that he played regularly in his classroom.

"This occurred in his regular classroom with his students," Scott said. "It wasn't done in secrecy. The only secret was what the game was really about."

A high risk sex offender is on the run. He walked out of a local half-way house and cannot be tracked because he cut off his electronic monitor.

Robert Lee Moone was living at the Encore House, which is located near the intersection of Cameron Road and East 52nd Street. He arrived there this past January after living briefly in Houston and Beaumont.

In 1989, Moone was sentenced to 45 years in prison by a Travis County jury. According to court records, he broke into a home, armed with a knife, and tried to sexually assault a 13-year-old girl. He was granted parole in 2010 and placed on what is called the “Super Intensive Supervised Program,” which requires 24-hour monitoring.

Authorities, Tuesday, issued an alert and asked residents to keep their guard up.

"When they are walking around their neighborhoods, areas that they feel safe in and around campuses, areas that they feel safe in, there are people looking for an opportunity to commit a crime. And if they are walking down the street totally oblivious to what’s going on around them, it makes them an easy target for a criminal,” said Officer Darrell Halstead with the UT Police Department.

Moone could not leave the half way house with out submitting a travel plan with his parole officer. The manager of Encore House told FOX 7 that Moone did not cause any trouble, but he became frustrated because he could not leave and get a job. A family member was paying his rent at Encore House.

A man with a camera phone has been arrested after allegedly following children around department stores while touching himself and whispering for their attention.

Less than two months after Jonathan Davis was arrested for allegedly performing a sex act on himself in front of a young girl in a K-Mart in Hialeah, Florida, he has been arrested again for aggravated stalking of a minor.

Davis, 40, who is currently free on bail, was arrested on Friday after a security guard at a Burlington Coat Factory noticed him following three girls through the store.

Holding his cell phone against his ear, with the bright camera light exposed - a sign that he was filming, according to police - Davis allegedly wandered the store for young children before hiding behind aisles and making sounds to capture their attention.
In some cases Davis would allegedly call the children by making a 'psssst' or 'ouch' sound.

Other times he asked them where the toy department was and for help finding a toy for his niece.
Police do not believe any children left with Davis, but say that the investigation is ongoing.

'This is a guy who is brazen,' detective Felix Mendigutia told CBS Miami. 'He's fearless. He's not afraid to get caught.'
Detective Mendigutia said he saw in some surveillance video Davis just inches from children who were standing with their parents.
'In some cases I could actually see that a parent was holding a child by the hand,' Detective Mendigutia said. 'In some cases the parent was five feet from their child.'

Audio obtained from Davis' cell phone describes his attempts for their distraction which in some cases, escalated.

'You can't see what I'm hiding,' Davis whispers in one recording to a child in a playful voice.

In another he tells a little girl: 'You can't have a butt that nice when you're eight.'

Police say when the children's attention was captured, they would see him behind an aisle performing a sex act on himself.

Over 80 videos were found on Davis' phone approaching young children, police said.

'You can see in the children's eyes when they would first look up at him and then they would look down in the area in the lower part of his body,' Detective Mendigutia said.

For the detective, what makes it all more worrisome is Davis' release on $50,000 bail shortly after his arrest on Friday evening.

'I don't feel comfortable with the fact that he's out on bond and I'm very concerned for the children in our society,' he said.

Adding to his recent charges of stalking and lewd and lascivious behaviour, in 2007 Davis faced three counts of indecent exposure in North Carolina he pleaded no contest to.

In those charges he allegedly exposed himself to several people in a park, including a 15-year-old.

He was sentenced to two years of supervised probation, according to Iredell county documents, as well as ordered to stay out of parks and playgrounds.

These people are defects who can not be fixed - these fuckers never stop. We need to either start executing them, or put them all in the same place - maybe some place like Tristan da Cunha - to finger bang each other.

Okay. We all know that there is an abundance of twisted, evil, demented predators out there. There will always be these kinds of people. Once they make a move, that should be it. But, OH, NO, the fucking courts routinely release these monsters. Not just once in a while, but all of the fucking time. Look at that Austin story. How in the hell does someone who did what he did and get parole? It goes without saying the the predators need a bullet in the head but what about the people in the establishment, from judges to parole boards, who let these fuckers out? THEY deserve a bullet. This is exactly the kind of shit that has turned me into an anarchist. We would be far better off with no government. The People would take care of business, you can bet your ass on that. As things stand currently, were some sane individuals to "take the law into their own hands" (where better for the law to be than with We the People?), they'd go to prison. Tell me that isn't bullshit! Anyone remember Lawrence Singleton? He kidnapped, raped and cut off the arms of a 16 year old girl, in California. The parole board let him go after SEVEN YEARS. Then, the state tried to re-settle him in a California community where the people said no fucking way and they shipped him to Florida where he murdered a women. As far as I'm concerned, the California parole board should have all been shot. And, no, that's not a threat. I'm not going to kill anyone. This what I think SHOULD happen and it should be a community effort to rid ourselves of these corrupt bastards in the establishment. Remember the woman who's child was sexually assaulted and then she killed the predator on the courthouse steps? She was a goddamned hero and SHE went to prison. The moron jury bought the lie that they had to "follow the law" (which merely protects the establishment) instead of using their own damn common sense! My God, I am soooooo sick of these stories. They are never ending. I pray that I live to see a revolution in this country. Everything has become completely intolerable. Come ON! I can't be the only one who is fed up with these dangerous maniacs always being set free to prey on kids. Wasn't that guy who kidnapped and murdered Polly Klass also one of these with a previous record of horrible shit who was let go to move on to kill? How many times do we have to hear this to know there is a SERIOUS problem with the courts and parole boards? When are these public employees going to be held accountable for letting the most violent and deranged killers loose?

And the father just had a trial-he was a voyer or something...I didn't follow up too much on his story.

But that family was fucked up.

Its sad. I also don't know what is with all of these women getting murdered-these fucking men-I don't understand it. And then the momma's and poppas who kill their children. WTF. This stuff seriously depresses me and makes me sad, so if I don't comment much on it....that is why. But I pray all the time for these children.

(CNN) -- A Texas father caught a man sexually assaulting his 4-year-old daughter and punched him in the head repeatedly, killing him, authorities said.

The father was casually acquainted with the alleged abuser, said Lavaca County Sheriff Micah Harmon.

Neither has been publicly identified.

The girl was left inside the family's house during a social gathering, while other members of her family were tending to horses, the sheriff said.

The alleged abuser was known for his horse-grooming abilities, Harmon said.

The father returned to the house, caught the man in the act, and stopped him by striking him in the head several times, Harmon said.

The man was pronounced dead on the scene, while the daughter was taken to a local hospital in Victoria, Texas, for examinations before being released.

The incident took place Saturday.

Harmon described the girl as "OK besides the obvious mental trauma."

Asked whether they would press charges against the father, the sheriff responded, "You have a right to defend your daughter. He acted in defense of his third person. Once the investigation is completed we will submit it to the district attorney who then submits it to the grand jury, who will decide if they will indict him."

Harmon described the dad as "very remorseful," adding that he didn't know the man was going to die.

Authorities were withholding the deceased man's name while they notified next of kin. Officials did not know immediately if he has a prior criminal history.
