Governors that start to re-open their economy's will be the ones to reap the benefits of being able to help their neighbor states. People from there will come to participate in the opening of certain businesses that retain social distancing and protocols and allow them to safely open. After the tax revenues start coming back in other states will follow suit but will be behind the ball.
States that abuse their budgetary financial income by taxing their citizens with overburdened taxes will be the last to get back on their feet as their citizenry just cannot pay them. Of course they will demand the Feds bail them out for not sticking to their budgets or even having one.
