It also adds an additional charge to the arrest.    Whenever the popo arrest someone,  they charge the perp with as many violations as possible in hopes of having something stick.  

I once knew a guy that was charged with 'abuse of an animal '  because he tripped over a chicken while running away from a keg party that was busted.

Another LEA/prosecution scam is the violation of probation for being charged. They get away with this shit because most of us are too ignorant to recognize corruption.
